This combines images, not mixed file types

Despite the name, this tool takes image files and turns them into one PDF. It does not merge documents of different kinds.

Each image becomes a page, in the order of your list. If you need to join PDFs together, use Merge PDF. If you have a Word or Excel file to include, convert it to PDF first and then merge. Saying so plainly is more useful than letting you discover it after arranging fifty files, and it is the most common reason people arrive at this page and need a different one.

Pages take their size from the images

Each page matches its image's pixel dimensions rather than A4 or Letter, so photos fill the page with no margin.

The pixel dimensions are treated as PDF points, at seventy-two to the inch, so a large photo produces a large page. Images of different sizes produce pages of different sizes within the same document. That is usually what you want for scans and screenshots, where a white border would only waste space. When you need uniform paper sizes, build the PDF here and then run it through PDF Page Size Converter.

Quality depends on the format you feed it

PNG and JPEG images are embedded exactly as they are. Other formats are re-encoded as JPEG first.

That means a PDF built from PNGs and JPEGs is visually identical to the originals, and roughly the size of those files added together. WebP, AVIF and BMP have to be converted on the way in, which costs a small amount of quality and flattens any transparency onto white. Converting those to PNG beforehand avoids the extra step if the images matter.

Order, and what to check afterwards

Pages follow the order of your file list, and any image that cannot be read is skipped without stopping the job.

Arrange the files before you start, since there is no page reordering afterwards here — though Reorder PDF Pages can fix it later. Because unreadable files are quietly left out rather than raising an error, count the pages in the finished PDF against the number of images you added. A shorter document means one of them was rejected.

FAQ

Can I combine PDFs, Word or Excel files with this?

No. Despite the name, this tool takes images only. To join PDFs use Merge PDF; to turn a Word file into a PDF use Word to PDF first, then merge the results.

Why are my pages different sizes?

Each page is created at the same width and height as its image, with no scaling to A4 or Letter and no margins. Images of different sizes therefore give pages of different sizes. If you need uniform pages, the PDF Page Size Converter can resize the finished PDF.

What happens if one image can't be read?

It is skipped and the rest are still combined, with no message on the page. Count the pages in the result to make sure none is missing. Transparent PNGs keep their transparency, but converted formats such as WebP are flattened onto white.

Are my images uploaded anywhere?

No. The PDF is built in your browser and the images are not sent to a server.
