1080p is 1920×1080, 1440p is 2560×1440 and 4K is 3840×2160. They share a shape and differ in how many pixels they hold.
That is about 2.07 megapixels at 1080p, 3.69 at 1440p and 8.29 at 4K, so a 4K wallpaper holds four times the pixels of a 1080p one. Pick the size that matches your screen. A larger wallpaper on a smaller screen is scaled down by the system and gains nothing; a smaller one on a larger screen is scaled up and softens.
A picture that is not 16:9 loses part of its height or width, and the slider decides which part.
A 3:2 camera photo keeps about 84% of its height in a 16:9 frame, a 4:3 photo keeps 75%, a square keeps about 56%, and a vertical 9:16 phone photo keeps only about 32%. Those figures are arithmetic from the shapes, and the page shows the exact one for your picture under the slider. A picture that is already 16:9 is not cropped at all, and the page says so.
If the picture is smaller than the wallpaper, it is stretched to fill the frame, which softens it. The page tells you by how much.
A 1920×1080 picture made into a 4K wallpaper is enlarged 2×, and no setting can restore detail that was never there. If you need a sharp 4K result, start from a larger original; if you cannot, a 1080p wallpaper from the same picture will look cleaner on a 1080p screen than an enlarged 4K one.

A 4K image is large, and in PNG a photograph can be many times the size of the same picture as a JPEG. A WebP or HEIC source is written as JPEG unless you choose otherwise.
